What is NHS Continuing Healthcare?

NHS Continuing Healthcare (CHC) is a package of ongoing care arranged and fully funded by the NHS for adults who have been assessed as having a Primary Health Need. It is intended for people with significant, complex, ongoing health needs who require care outside hospital. CHC can fund an eligible person’s care in their own home, in a residential care home, a nursing home or in a hospice.

Unlike local authority social care, CHC is not means-tested. If someone is eligible, the NHS funds the full package of assessed health and associated social care required to meet their needs.

​Eligibility does not depend on a particular diagnosis, age or where someone lives. It depends on the overall nature and extent of their health and care needs, how those needs interact and fluctuate, and the care required to manage them.

NHS Continuing Healthcare is a legal entitlement, not a discretionary benefit. Eligibility is determined by applying the legal test set out in the National Framework for NHS Continuing Healthcare.

In practice, however, distinguishing between health needs and social care needs is rarely straightforward. The evidence must be carefully considered against the four key characteristics of a Primary Health Need, and decisions should never be based on diagnosis, age, care setting, financial circumstances or local policy.
