This service is for individuals and families seeking to appeal a “not eligible for NHS Continuing Healthcare (CHC)” decision. The ARROW Appeals Service manages the entire process on your behalf — from submitting an initial request for an informal discussion through to representing your case at Local Resolution, the Independent Review Panel (IRP), and, if necessary, preparing and submitting a formal complaint to the Parliamentary and Health Service Ombudsman (PHSO). We examine the Decision Support Tool (DST), outcome letter, and all correspondence to identify procedural or evidential errors made by the Integrated Care Board (ICB). ✅ Evidence Mapping and Preparation We review and cross-reference medical and care records, highlighting where needs have been under-scored or misinterpreted within the eligibility domains. ✅ Compilation of an Evidence Bundle We collate and paginate all relevant records and documentation into a structured evidence bundle to support your appeal at each stage. ✅ Written Appeal Submissions We prepare detailed, evidence-based submissions for the ICB (Local Resolution), NHS England (IRP), or the PHSO, setting out where the process or application of guidance has been flawed or unfair. ✅ Representation at Appeal Hearings Your ARROW advocate can attend the Local Resolution meeting or IRP to present the case, challenge inconsistencies, and ensure your evidence is accurately understood and considered. ✅ Ongoing Guidance and Escalation If all appeal routes have been exhausted, we will prepare and submit a formal complaint to the PHSO, outlining any procedural failings, administrative errors, or issues of maladministration in the way your CHC case was handled.
