Who is this service for?

This service is for individuals or families seeking to recover the cost of care that was self-funded or privately arranged during a period when the individual should have been assessed for NHS Continuing Healthcare (CHC) but was not. These retrospective claims are formally known as Previously Unassessed Periods of Care (PUPoCs). They apply where there is evidence that CHC eligibility may have been overlooked and where care fees were paid personally or from the individual’s estate. Claims can only be considered for periods of care from 1 April 2012 onwards, in line with current NHS guidance. The ARROW Retrospective Funding Service helps you prepare, evidence, and submit these claims to the relevant Integrated Care Board (ICB), ensuring that the process is followed correctly and that all relevant records are presented accurately and persuasively. |

We confirm that the period(s) of care meet the criteria for retrospective review and that sufficient documentation exists to support the claim. ✅ Collection and Analysis of Records We gather, review, and summarise key medical and care records to establish the individual’s health and care profile during the unassessed period. ✅ Formal Submission to the ICB We prepare and submit the required authorisation and Appendix 1 application, providing a concise, evidence-based account of the individual’s needs. ✅ Development of Supporting Evidence We collate and cross-reference care records, medical evidence, and proof of payment to assist the ICB in producing an accurate Needs Portrayal Document (NPD). ✅ Review and Feedback on Draft NPD Once the draft NPD is shared, we review it for accuracy and completeness, supplying additional evidence or commentary within the 28-day response period to ensure needs are correctly represented. ✅ Ongoing Liaison and Updates We liaise with the ICB throughout the process, keeping you informed of progress and providing clear updates at every stage. This is a variable fee service. Our fee is based on the level of support you require, the number of unassessed periods of care in question, and the extent of assistance you'd like us to provide.
