ARROW Reviews Service
Who is this service for?
|
This service is for individuals whose NHS Continuing Healthcare (CHC) funding has been withdrawn or is at risk of being removed following a three-month or annual review. CHC funding is not indefinite — it can only continue while an individual’s needs meet the eligibility criteria for a primary health need. During routine reviews, the Integrated Care Board (ICB) reassesses whether those needs have changed. If the ICB believes there has been improvement, it may recommend ending CHC funding. However, this process must follow strict legal and procedural steps under the National Framework for NHS Continuing Healthcare and NHS-Funded Nursing Care. The ARROW Reviews Service exists to ensure those steps are followed correctly and that decisions are evidence-based, transparent, and fair. |

What we do ✅ Review of Decision Documentation
We analyse the ICB’s review paperwork, including the revised Decision Support Tool (DST), outcome letter, and rationale for withdrawal, identifying any procedural or evidential flaws. ✅ Comparison of Care Needs We compare current care needs with those at the time CHC was awarded, verifying whether there is credible evidence of genuine improvement. ✅ Records and Evidence Audit We scrutinise medical and care records to check whether the documentation supports the withdrawal decision, or if needs remain at the same or higher level. ✅ Formal Representation Letter We prepare a detailed written submission to the ICB requesting reconsideration, referencing the National Framework, Care Act 2014 and relevant case law. ✅ Guidance on Next Steps If funding removal proceeds, we advise on how to request a review through the local resolution process or escalate the case to an Independent Review Panel (IRP). This is a fixed fee service. Please contact us for more details: Why choose ARROW? 🎯 Procedural Expertise – In-depth understanding of how CHC reviews and withdrawals must be conducted under the National Framework.
🎯 Evidence-Led Analysis – Detailed review of clinical and care documentation to test whether eligibility has truly changed. 🎯 Integrity and Realism – We only challenge funding removal where evidence supports a credible case for continuation or reinstatement. 🎯 Focused, Practical Support – Clear guidance, prompt action, and strong written representation at a time when funding stability matters most. 💡 Why This Service Matters Losing CHC funding can have major financial and practical consequences, shifting responsibility for care from the NHS to the local authority or individual under the Care Act 2014. The process must be lawful and transparent, with proper consultation, joint reassessment, and continuity of care before any withdrawal. The ARROW Reviews Service offers fixed-fee, expert support to verify that these steps have been followed and to challenge any unfair or premature decision — giving families reassurance that care and funding remain properly safeguarded.
