Who is this service for?
This service is for individuals with a positive Checklist who need support with the full eligibility assessment using the NHS's universal screening tool, the Decision Support Tool (DST). Conducted by a multidisciplinary team (MDT), the DST evaluates the patient's health-related care needs across 12 assessed domains, in order to determine their eligibility for NHS Continuing Healthcare (CHC) funding. |

What we do ✅ Comprehensive Review – We analyse all up-to-date medical and care records, identifying key evidence to support the need for 24-hour care. ✅ DST Evidence Compilation – We summarise and document evidence within a copy of the Decision Support Tool (DST) to assist in completing the official DST during the assessment. ✅ Written Representations – We prepare detailed submissions for the ICB and Multi-Disciplinary Team (MDT), clearly demonstrating how the individual’s needs establish a primary health need for CHC eligibility. ✅ Pre-Assessment Meeting – Your ARROW consultant will meet with you to review all compiled evidence, refine written submissions, and ensure you fully understand the assessment process. ✅ Preparation & Confidence – Whether or not you choose ARROW advocacy at the assessment, we ensure you feel well-prepared and confident in presenting your case. Optional Advocacy at the Assessment ✅ Assessment Representation – Your ARROW advocate can accompany you to the Multi-Disciplinary Team (MDT) assessment to ensure a fair and thorough evaluation. ✅ Expert Evidence Presentation – We present structured arguments based on all available evidence to ensure the DST accurately reflects the patient’s needs. ✅ Demonstrating 'Primary Health Need' – We ensure all relevant evidence is used to show the patient’s eligibility for NHS Continuing Healthcare (CHC). ✅ Challenging Local Authority Limits – We argue that the complexity of the patient’s needs exceeds what the Local Authority can legally provide, reinforcing their entitlement to NHS-funded care. ✅ Ensuring Procedural Fairness – We monitor the process to ensure correct procedures are followed, identifying any errors that could support an appeal. 💡 Short-Notice Advocacy Available – If you need urgent representation, we offer a short-notice service with at least three days’ notice before the DST assessment.
