Our most popular service, the ARROW Comprehensive Support Package provides full support throughout the NHS Continuing Healthcare process. It is designed for families who want structured guidance and representation from the earliest stages through to the final decision.
This service covers preparation for the Checklist and the Decision Support Tool (DST) assessment, as well as advocacy at both meetings. Medical and care records are reviewed in detail and the individual’s needs are carefully mapped across the CHC domains so that they are presented clearly and accurately. Written submissions are prepared in advance of meetings to ensure that the evidence is organised and properly aligned with the eligibility criteria set out in the National Framework. ARROW can also help initiate or facilitate the Checklist stage and liaise directly with the Integrated Care Board (ICB) to ensure that the process moves forward correctly. Throughout the process, procedural steps are monitored, and any issues that arise are addressed promptly. Support continues between meetings. Families receive regular updates and advice as the case progresses. If the individual’s condition changes, this is incorporated into the evidence. If NHS Continuing Healthcare funding has been withdrawn, or is said to be at risk following a routine three-month or annual review, ARROW provides structured support to protect existing funding where the evidence supports its continuation.
A review is intended to check that care arrangements remain appropriate. It should not remove funding unless there is clear and reliable evidence that the person’s needs have genuinely reduced. In practice, funding is sometimes challenged where needs are simply being well managed, or where the review does not accurately reflect the individual’s day-to-day reality. Where NHS Continuing Healthcare eligibility has been refused, ARROW provides structured and sustained support through the local resolution process and, where necessary, escalation to an Independent Review Panel (IRP) and Parliamentary Health Service Ombudsman (PHSO) where necessary

Where matters proceed to the Independent Review Panel (IRP) or the Parliamentary and Health Service Ombudsman (PHSO), the case is prepared in full. This includes careful examination not only of the evidential position, but also of whether the correct process was followed at each stage. The analysis ensures that the individual’s needs are clearly presented, properly aligned with relevant case law, and considered within the legal framework that governs CHC. The aim is not simply to repeat earlier arguments, but to demonstrate, methodically, where the original decision — or the way it was reached — failed to reflect the individual’s actual needs or comply with the requirements of the National Framework. Where care has been provided in the past and no NHS Continuing Healthcare assessment was ever carried out, it may be possible to pursue a retrospective funding claim. Such claims can only relate to previously unassessed periods of care and must demonstrate that the individual met the CHC eligibility criteria at the relevant time.
These cases require detailed review of historic medical and care records, often covering extended periods of time. The evidence must be reconstructed carefully and mapped against the eligibility criteria as they applied at the relevant date.
