About ARROW
ARROW Continuing Healthcare Consultants is led by Dr Ros Setterfield (PhD in Law; PGDip Legal Studies; BA Hons).
Dr Setterfield combines doctoral-level legal analysis with detailed practical experience of NHS Continuing Healthcare assessments, reviews and appeals across multiple Integrated Care Boards. ARROW’s work focuses on careful evidential analysis and structured interpretation of the National Framework, with particular attention to the application of the Primary Health Need test and the reasoning underpinning eligibility decisions.
